- having reached the age of 15 years;
- having the right to stay (permanent);

- being tolerant to Estonia and having a steady income;
- having passed exams on a good knowledge of the law of the country (the Constitution) for Estonian language proficiency, as well as the law on citizenship.
Please note! If higher, secondary or primary education was obtained in Estonian language, the foreigner wishing to obtain a citizenship in Estonia, can skip a language exam. Examinations on the Constitution, language and on knowledge of the law on citizenship are held by the State Examination and Qualification Centre.
